It would be nice to have a warning for a long time since OS reboot, this could then feed into the workflow app to allow guidance to be given to the end user to improve their experience.

This is actually already available for Applixure Workflow rule, without having a separate warning in Analytics which in itself is a little problematic as a generic warning, since different organisations and environments may have different thresholds for devices what is considered long.
In the manual data filter (for Workflow rule), use the following filtering syntax for e.g. finding out all devices with over 30 days of since last known reboot:
DAYS(OperatingSystemBootTime) > 30
